NASA’s Public Access Policy requires that all peer-reviewed journal manuscripts resulting from NASA-funded research must be deposited in PubSpace. The policy applies to all publications based on research funded through NASA grants or cooperative agreements that begin on or after October 1, 2016, or any NASA contract awarded after October 1, 2015. PubSpace is hosted by PubMed Central, which is operated by the National Center for Biotechnology Information (NCBI) at the National Institutes of Health.
Authors own the original copyrights to materials they write. Consistent with individual arrangements with authors' employing institutions, authors often transfer some or all of these rights to the publisher when the journal agrees to publish their paper. Some publishers may ask authors to transfer these rights when the paper is first submitted to the journal.
Authors should work with the publisher before any rights are transferred to ensure that all conditions of the NASA Public Access Policy can be met. Authors should avoid signing any agreements with publishers that do not allow the author to comply with the NASA Public Access Policy. (See NIH Public Access Policy FAQ)
NASA is in the process of developing the infrastructure to support compliance with its Public Access Policy. Eventually, grantees and contractors will log in to the NIH Manuscript Submission (NIHMS) to submit their publications. However, the process for direct submission to NIHMS is not yet in place. In the meantime, NASA requests that grantees and contractors contact the NASA Open Access Help Desk by calling 757-864-6736 or emailing firstname.lastname@example.org for assistance submitting publications to PubSpace.
NASA does not currently have a blanket timeframe for submission. Please consult the terms and conditions of your grant or contract for specific instructions regarding a submission deadline.
