Department of Defense public access policy

What do I need to submit?

All finalized manuscripts that 1) are accepted for publication in a peer reviewed journal and 2) arise from direct funding from any DoD grant, cooperative agreement, contract, intramural program, or clinical investigation. In addition to the final peer-reviewed manuscript, you will need to submit DOI and journal citation metadata.

Where do I submit my manuscripts?

You can submit documents through the Defense Technical Information Center. The system serves as DoD's repository of full-text scholarly publications.

When do I need to submit?

The DoD requires that eligible manuscripts be submitted at time of acceptance for publication.

How do I comply with the public access policy and submit a publication?

The most efficient way to submit documents to the Defense Technical Information Center is electronically. Registered DTIC users may use the Enterprise Content Management System to submit. See registration instructions.
